We've begun initial research and development of a Marine Corps (Operations & Planning) SMARTbook, perhaps even in the form a Marine Expeditionary Unit (MEU)-level tactical SOP focusing on tactics, techniques and procedures (TTPs).

The Homeland Defense & Civil Support SMARTbook

The military will continue to play a vital role in securing the homeland through the execution of homeland defense (HD) and civil support (CS) missions. CS capabilities are derived from Department of Defense (DOD) warfighting capabilities that could be applied to foreign/ domestic assistance or law enforcement support missions. CS focuses in a domestic context, but extends beyond the standard domestic definition. DOD contributes to homeland security (HS) by conducting HD operations overseas and in the approaches to the US, and by providing CS for disasters and declared emergencies, to designated law enforcement agencies, and to other activities. DOD emergency preparedness contributes to HD and CS missions since it includes all measures to be taken by DOD in advance of an emergency to reduce the loss of life and property and to protect our nation’s institutions.

Joint Publications 3-0 and 5-0

Joint Publications 3-0 and 5-0

As many of you are aware, new editions of Joint Publications 3-0 and 5-0 were just recently released (Aug 2011). We are currently reviewing both publications and the possible impact on our current 2nd Revised Edition of The Joint Forces Operations & Doctrine SMARTbook (Mar '09). On the surface our first thoughts are that the changes -- other than a few new concepts (e.g., "art of joint command" in JP 3-0 and the evolution of JOPES to APEX in JP 5-0) and a bit of consolidation and reorganization -- do not seem to be substantively drastic, nor do they seem to materially negate the current edition of the Joint Forces SMARTbook. Definitely more of a "tweaking" and "refinement" of the material rather than a "revolution" or "new direction"... We are currently digging deeper into the new JPs and comparing the material with the existing SMARTbook and looking at whether we will be able to work in a change document ("SMARTupdate") or perhaps consider releasing a new "Third Revised Edition" SMARTbook. Once we have assessed the new joint publications and have a projected timeframe for a revision and/or SMARTupdate, we will post information here. As a note, it generally takes us three to four months to research, compile and incorporate any changes from new doctrinal publications; therefore we would expect to have something out no later than early next year!

ADP 3-0 Unified Land Operations

ADP 3-0 Unified Land Operations

ADP 3-0 Unified Land Operations was just released at AUSA (Oct 11). We are currently reviewing the publication and looking at ways to incorporate the material into our SMARTbook series. In keeping with the Army's "Doctrine 2015" initiative, we're expecting to see a number of ADP (Army Doctrinal Publication) releases like ADP 3-0 over the next 12 to 18 months. We'll also be on the lookout as the Army begins to release the supporting series of ADRPs (Army Doctrinal Reference Publications) over the same time period. Stay tuned for more information!

A Note About Revisions...

The standard life-cycle of an individual official military publication is approximately 5-8 years, with literally hundreds of Service publications all in various stages of publication by numerous, diverse organizations. Because our SMARTbooks are based on groups of related official military publications, our goal is to keep our books as up-to-date as possible by planning revisions following changes in the "core set" of manuals upon which a particular SMARTbook is based.

It generally take us a 4-6 months to research, compile and produce a new or revised title once the "core set" of doctrinal manuals have been made publicly available by the Services. Our projected publication date is an estimate based on the anticipated public release of various Service and DoD publications, of which we have no control.
